INTRODUCTORY ITEMS Rules of Decorum The Board of Supervisors welcomes the public to its meetings and encourages and appreciates public engagement. The Board of Supervisors expects members of the public to act in a courteous, civil, and respectful manner, and not make personal, impertinent, slanderous, or profane remarks to any member of the Board, staff, or the general public. The Board of Supervisors will not tolerate loud, threatening, personal, or abusive language, or disorderly conduct, which disrupts, disturbs, or otherwise impedes the orderly conduct of Board meetings. Violation of these rules of decorum will result in the meeting being recessed. 2.1 Corrections and/or Changes to the Agenda 2.2 Announcement(s) of Recusal 3. CONSENT AGENDA The Consent Agenda will begin with any Supervisor Comments on the Consent Agenda Items, then proceed with the Adoption of the Consent Agenda. Items can be removed for further discussion at the request of a Supervisor. 3.1. Auditor-Controller's Office 3.1.a Resolution Setting Property Tax Rates in the County of Butte for Fiscal Year 2026-27 In accordance with Government Code section 29100, the Board of Supervisors is required to adopt by resolution the rates of property taxes on the secured roll. State law requires that the property tax rate not exceed the 1% limit specified in the Constitution except for voter-approved indebtedness. For voter-approved indebtedness, the Board is also required to adopt the rates necessary to support the annual debt requirement within each specific school district on or before October 3 of each year. Page 1 Under Education Code section 15250, the County must collect a yearly property tax from residents within a school district to pay off outstanding district bonds. This annual tax must generate enough money to cover both the bond interest and the principal payments before they mature. The Board has previously authorized the issuance of each voter-approved bond via resolution and directed the Auditor-Controller to maintain on its tax roll and all subsequent tax rolls, taxes sufficient to fulfill the requirements of the debt service schedules for those bonds. (AUDITOR-CONTROLLER'S OFFICE) Action Requested - ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. 3.2. County Administration 3.2.a Approval of Board of Supervisors Meeting Minutes Submitted for approval are the August 25, 2026, Board of Supervisors Meeting Minutes. (COUNTY ADMINISTRATION) Action Requested - APPROVE THE AUGUST 25, 2026 BOARD OF SUPERVISORS MEETING MINUTES. 3.2.b Resolution Proclaiming September 2026 as National Preparedness Month September is National Preparedness Month, providing an opportunity to ensure everyone is better prepared to respond, recover, and stay safe during disasters. Taking simple steps such as creating an emergency plan, building a "go bag" based on tips from the Butte County Fire Department’s “Be Ready, Butte!” web site, and signing up for the Sheriff’s Office emergency alerts can make a difference when an incident occurs. Butte County Administration recommends the Board of Supervisors adopt a resolution recognizing the month of September 2026 as National Preparedness Month. (COUNTY ADMINISTRATION) Action Requested - ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN 3.2.c Contract Amendment with CivicPlus for Agenda Management Software On October 3, 2023, the County entered into a contract with CivicPlus for software services for creating and managing meeting agendas, minutes, data archives, and livestream services. Staff recommends the Board approve the contract amendment with CivicPlus for agenda management software, extending the term of the contract by one year through October 3, 2027, increasing the maximum financial obligation by $29,187, a 5% increase from the prior fiscal year, not-to-exceed $110,491. All other terms remain the same. (COUNTY ADMINISTRATION) Action Requested - APPROVE CONTRACT AMENDMENT AND AUTHORIZE THE CHAIR TO SIGN. 3.2.d Approval of Coalition Letter Seeking Executive Order to Enhance Flood Preparedness In 2023, Governor Newsom recognized the need for local agencies to act quickly to protect the public from floods resulting from historic storms, and issued, among many other measures, Executive Order N-10-23, which provided a carefully tailored waiver for Page 2 flood infrastructure projects covering a number of state environmental permits, including CEQA, California Department of Fish and Wildlife, and State Water Board programs in certain high-risk regions of the state. CSAC is requesting counties sign on to a letter to the Governor requesting a new executive order to grant needed emergency authority to get ready for the storm season which has the potential to be amplified due to current El Niño conditions. (COUNTY ADMINISTRATION) Action Requested - APPROVE LETTER AND AUTHORIZE THE CHAIR TO SIGN. 3.3 County Counsel's Office 3.3.a Contract with BTR Consulting LLC for Attorney Services County Counsel recommends the Board of Supervisors approve a contract with BTR Consulting LLC for professional attorney services relating to mental health best practices at the Jail and related matters. The term of the contract is date of execution through September 8, 2029, not-to-exceed $250,000. (COUNTY COUNSEL) Action Requested - APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. 3.4. Department of Child Support Services 3.4.a Request to Adjust Public Office Hours for Departmental All-Staff Meetings The Department of Child Support Services recommends the Board of Supervisors approve an adjustment to regular public office hours on October 28, 2026 and March 10, 2027, to accommodate departmental All-Staff Meetings. Regular Public Hours: 8:00 am - 5:00 pm Adjusted Public Hours for October 28, 2026: Open: 8:00 am - 11:30 am Closed for All-Staff Meeting 11:30 am - 2:30 pm Reopen: 2:30 pm - 5:00 pm Adjusted Public Hours for March 10, 2027: Open: 8:00 am - 9:00 am Closed for All-Staff Meeting: 9:00 am - 11:30 am Reopen: 11:30 am - 5:00 pm This adjustment will allow all department employees to attend the meetings in person, ensuring consistent communication, access to training, and full participation in discussions and activities. During the closure, call center operations will be maintained by routing incoming calls to other regional child support call centers, in accordance with established protocols. (DEPARTMENT OF CHILD SUPPORT SERVICES) Action Requested - APPROVE ADJUSTED PUBLIC OFFICE HOURS. Page 3 3.5. Department of General Services 3.5.a Project Approval and Budget Amendment for Flooring Replacement at 308 Nelson Avenue, Oroville The County-owned facility located at 308 Nelson Avenue in Oroville houses the Department of Information Systems and the Department of Water & Resource Conservation. The existing flooring at this location was evaluated prior to initiating the HVAC replacement project for the facility. While the flooring was found to be in poor condition generally and near the end of its useful life, it was not considered a sufficient hazard to prioritize replacement over vital structural repairs at other County facilities. On May 26, 2026, the Board of Supervisors directed staff to return with a plan to replace the flooring at 308 Nelson. The Departments of General Services, Information Systems, and Water & Resource Conservation herewith submit a project for approval to replace the current flooring at a cost of $257,800 and a budget amendment using General Fund Appropriations for Contingencies to finance the project. If approved, the budget amendment will reduce the General Fund Appropriations for Contingencies balance to $10,450,421. (DEPARTMENT OF GENERAL SERVICES) Action Requested - 1) APPROVE BUDGET AMENDMENT USING GENERAL FUND APPROPRIATIONS FOR CONTINGENCIES (4/5 VOTE REQUIRED); AND 2) APPROVE PROJECT. 3.5.b Resolution Authorizing the Department of General Services to Retain Records Electronically on a Trusted System The Department of General Services recommends the Board of Supervisors adopt a resolution and policy authorizing the Department to: 1) convert hard copy (physical) records into electronic records; 2) retain the electronic image of the records on a trusted system; and 3) destroy physical records only after compliance with the policy and procedures. The recommended resolution and policy are consistent with State requirements for the use of a trusted system for electronic records retention and were developed with consultation of the Department of Information Systems. (DEPARTMENT OF GENERAL SERVICES) Action Requested - ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. 3.5.c Contract Amendment with Jayson Architecture for Facility Improvements at County Library Branches in Oroville and Chico On November 12, 2024, the Board of Supervisors approved a contract with Jayson Architecture in the amount of $1,514,711 for design services associated with the Oroville and Chico Branch Library remodel projects. On November 7, 2025, the Department of General Services executed an amendment in the amount of $55,870 for additional design services related to fire alarm upgrades, signage, and wayfinding improvements. Following recent events, the Department reevaluated the completed design sets for both branches with assistance from security consultants. Based on their recommendations, additional design services were identified as necessary to enhance building egress, incorporate a notification and public-address system, improve security rooms, and address other security-related needs. The Department requested Jayson Architecture to provide these additional design services consistent with the consultants' recommendations. The proposed services total $133,122, including $74,118 for the Oroville Branch and $59,004 Page 4 for the Chico Branch. The Department recommends amending the contract with Jayson Architecture for additional design services. The amendment increases the maximum payable amount by $133,122, not-to-exceed $1,703,703. All other terms remain the same. (DEPARTMENT OF GENERAL SERVICES) Action Requested - APPROVE CONTRACT AMENDMENT AND AUTHORIZE CHAIR TO SIGN. 3.6. Department of Human Resources 3.6.a Side Letter Agreement — Professional Employees Association Unit Modification to Teamsters Mid-Management On August 14, 2026, the employees of the Professional Employees Association (PEA) had a majority of their membership vote through a valid recognition election to have Teamsters Local 137 as their recognized employee organization. With this election, PEA and Teamsters Local 137 have agreed and stipulated to a unit modification that moves all PEA classifications into the existing Teamsters Mid-Management Unit. Moving forward, all PEA employees and classifications covered by this Side Letter Agreement shall be entitled to and governed by all provisions in the current approved Teamsters Mid- Management Unit 2025-2029 MOU and all future negotiated Teamsters Mid-Management Unit MOUs, including the provisions outlined in this Side Letter Agreement from the previously negotiated 2025-2029 Professional Employees Association MOU. (DEPARTMENT OF HUMAN RESOURCES) Action Requested - APPROVE SIDE LETTER AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. 3.6.b Resolution to Amend the Salary Ordinance The Department of Human Resources recommends the Board of Supervisors adopt a resolution amending the Salary Ordinance for the following departments: Employment and Social Services: Add 1 Program Manager position. The Department will return to delete 1 position due to anticipated retirement once the position is vacated. This change better suits the needs of the Department. Following these changes, the Department anticipates ongoing annual savings of approximately $3,000. Total allocations to temporarily increase by 1. Human Resources: Amend Section 28I of Ordinance No. 4273 of the County of Butte entitled "Professional Employees' Unit" by moving the following classifications from Section 28I to Section 28E of Ordinance No. 4273 of the County of Butte entitled "Teamsters Mid-Management": Agricultural Biologist/Weights & Measures Inspector I/II/III/IV; Behavioral Health Emergency and Forensic Psychiatric Nurse I/II/III; Certified Nurse Practitioner; County Architect; Epidemiologist; Occupational Therapist; Occupational Therapy Assistance; Physical Therapist; Physical Therapy Assistant; Physician's Assistant; Psychiatric Nurse I/II/III; Psychiatrist; Public Health Microbiologist I/II; Public Health Nurse I/II/III; Senior Behavioral Health Emergency and Forensic Psychiatric Nurse; Senior Occupational Therapist; Senior Physical Therapist; Senior Public Health Microbiologist; Senior Public Health Nurse; Senior Staff Nurse; and Staff Page 5 Nurse I/II. All applicable parties have agreed to a bargaining unit modification that will move the above-mentioned classifications from the Professional Employees Unit to the Teamsters Mid-Management Unit. This requested change will finalize the unit modification effective the pay period beginning September 12, 2026. (DEPARTMENT OF HUMAN RESOURCES) Action Requested - ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. 3.7. Department of Public Works 3.7.a Capital Asset Surplus - Vehicle and Equipment for Auction The Board of Supervisors has authority to declare vehicles surplus that are no longer serviceable or no longer needed by the County. This must be done to allow auctioning of the items. The Department of Public Works recommends that the Board declare fifteen vehicles and nine pieces of equipment as surplus to the needs of the County; remove the vehicles and equipment from the capital asset ledger, and authorize the County Purchasing Agent to auction the items. (DEPARTMENT OF PUBLIC WORKS) Action Requested - DECLARE CAPITAL ASSETS (24) SURPLUS TO THE NEEDS OF THE COUNTY. 3.7.b Butte County Local Road Safety Plan (LRSP) — 2026 Update The Highway Safety Improvement Program (HSIP) is an important federal funding source used by the Department of Public Works to implement roadway safety improvements. On December 14, 2021, the Board of Supervisors accepted the County’s first LRSP. The 2021 LRSP established a framework for identifying, analyzing, and prioritizing roadway safety improvements and supported the County’s continued eligibility to compete for HSIP funding. Caltrans requires an LRSP to be updated and validated at least every five years for HSIP eligibility, and strongly recommends approval of the plan and its updates by the local agency’s Board. In accordance with these requirements, Public Works has completed the 2026 update to the Butte County LRSP for consideration by the Board. The 2026 LRSP incorporates the most recent available five-year crash analysis developed through the Butte County Safety Action Plan and focuses the County’s safety program on the County-maintained roadway system in unincorporated Butte County. The updated plan emphasizes fatal and serious-injury crashes, systemic identification of roadway risk, and five Focus Areas: 1) roadway departure/hit-object/speed; 2) intersection/turning/ right-of- way; 3) impaired and high-risk driving behavior; 4) vulnerable road users; and 5) high-risk rural corridors/systemic safety improvements. The LRSP is intended to guide future roadway safety project development; support HSIP and other grant applications; coordinate Public Works efforts with law enforcement, Public Health, BCAG, Caltrans, and other safety partners; and provide a five-year framework for monitoring and prioritizing roadway safety investments. Adoption of the 2026 LRSP does not authorize construction projects or commit future funding. Individual projects and expenditures will continue to be evaluated and advanced through the County’s standard budgeting, grant, contracting, and Board approval processes, as applicable. (DEPARTMENT OF PUBLIC WORKS) Action Requested - ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. Page 6 3.8. Sheriff-Coroner's Office 3.8.a Contract Amendment with Cundiff and Associates for Pre-Employment Polygraph Services The Sheriff's Office and Probation Department utilize certified polygraph examiners to perform pre-employment examinations of prospective employees. On October 11, 2022, the Board of Supervisors approved a contract with Cundiff and Associates to perform pre- employment examinations for both Departments. The term of the contract is October 10, 2022, through October 10, 2027, not-to-exceed $215,000. The contract has been amended twice to modify rates and terms for examination cancellations and to increase the maximum amount payable by $20,000. The Sheriff's Office has an increased need for services and recommends the Board approve an amendment to the Cundiff and Associates contract. The amendment updates contact information and increases the maximum amount payable by $90,000 for services at the Sheriff's Office, not-to-exceed $326,000. All other terms remain the same. (SHERIFF-CORONER'S OFFICE) Action Requested - APPROVE CONTRACT AMENDMENT AND AUTHORIZE THE CHAIR TO SIGN. 3.9. Treasurer-Tax Collector's Office 3.9.a Resolution Updating Authorized Facsimile Signatures for Liens Recorded The Treasurer-Tax Collector's Office has prepared a resolution to update the authorized facsimile signatures for the purpose of recording liens. Government Code section 27201(b)(2) allows the Department to record lien documents with facsimile signatures, but requires that signatures be officially adopted by the Board of Supervisors. The use of facsimile signatures eliminates the need to individually sign hundreds of lien documents submitted to the Butte County Clerk-Recorder's Office each year. The original resolution was signed November 8, 2005, and a resolution updating the signature list was signed March 24, 2020. The Department recommends the Board of Supervisors adopt a resolution updating the facsimile signature list. (TREASURER-TAX COLLECTOR'S OFFICE) Action Requested - ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. 3.10. Other 3.10.a Appointment to Drainage District 100 In Drainage District 100, the number of qualified candidates filing did not exceed the number of positions to be filled and no petition calling for election was submitted. Pursuant to California Elections Code section 10515, the Butte County Board of Supervisors shall appoint nominees to the office of Director. Drainage District 100 requests that the Board of Supervisors appoint Theodore Lundberg to the office of Director to serve a four-year term in lieu of an election. (OTHER) Action Requested - APPOINT THEODORE LUNDBERG TO THE OFFICE OF DIRECTOR TO SERVE A 4-YEAR TERM ON THE DRAINAGE DISTRICT 100 BOARD OF DIRECTORS IN LIEU OF ELECTION. Page 7 3.10.b District Priorities Fund Application - Magalia Community Park Supervisor Teeter recommends approval of $1,500 in District 5 Priorities Funds to the Magalia Community Park for youth and family events. Magalia Community Park's mission is to bring residents of the upper ridge and beyond together, providing a safe, positive and upbeat place where everyone feels welcome. (DISTRICT 5 SUPERVISOR) Action Requested - APPROVE DISTRICT PRIORITIES FUND APPLICATION. 4. REGULAR AGENDA 4.1 Board Member/Committee Reports and Board Member Comment 4.2 Public Comment Comments to the Board on issues and items not listed on the agenda. Pursuant to California State law, the Board of Supervisors is prohibited from taking action on any item not listed on the agenda. Please note that Public Comment is in two separate sections. One, at the beginning of the regular agenda, which will last a maximum of 15 minutes, with another to follow as the last item on the regular agenda with no time limits. 4.3 Appointment to the Butte County Children and Families Commission (First 5) First 5 is part of a statewide effort to create a seamless system of integrated and comprehensive programs and services by establishing community-based programs to provide parental education and family support services relevant to effective childhood development and educating the public on the importance and the benefits of nurturing, health care, family support, and child care. First 5 is a nine-member commission comprised of a member of the Board of Supervisors, the Directors or designee of the Department of Public Health, the Department of Behavioral Health, and the Department of Employment and Social Services, and five members of the public appointed by the Board of Supervisors. Additionally, the Board of Supervisors may appoint two alternates. First 5 recommends the Board of Supervisors appoint Dr. Jarett Beaudoin, the County Health Officer, to serve as Alternate Commissioner for a term ending June 30, 2028. (OTHER) Action Requested - APPOINT DR. BEAUDOIN TO THE FIRST 5 BUTTE COUNTY CHILDREN AND FAMILIES COMMISSION AS ALTERNATE COMMISSIONER FOR A TERM ENDING JUNE 30, 2028. 4.4 Contract with Truesdell Corporation for the Construction of the High Friction Surface Treatment Project On October 28, 2025, the Board of Supervisors authorized the Department of Public Works to advertise and solicit bids for projects included in the Public Works Infrastructure Master Plan (IMP). This high friction surface treatment project was advertised on July 16, 2026, and three bids were received on August 6, 2026. The lowest responsive and responsible bidder was Truesdell Corporation of Tempe, AZ, with a bid of $1,019,019. The other bidders on this project included Q & D Construction LLC based out of Sparks, NV and Americal Civil Constructors from Benicia, CA. This project includes high-friction surface treatment, traffic control, stormwater pollution Page 8 prevention, and preservation of existing pavement markings, pavement markers, traffic signs, and survey monuments, where applicable, on various County roads, including: • Forbestown Rd (2 locations) • Bald Rock Rd (2 locations) • W Biggs Gridley Rd (2 locations) • Colter Way • Skyway (2 locations) • Lower Wyandotte Rd • Dogtown Rd • Almond Ave • Old Olive Hwy • Cherokee Rd (2 locations) • Dalton Way The Department recommends that the Board approve the project plans and specifications, award the contract to Truesdell Corporation, and authorize the Director of Public Works, or their designee, to sign the contract and order changes or additions for work performed per Public Contract Code section 20142. (DEPARTMENT OF PUBLIC WORKS) Action Requested - 1) APPROVE THE PLANS AND SPECIFICATIONS; AND 2) AWARD THE CONTRACT TO TRUESDELL CORPORATION; AND 3) AUTHORIZE THE DIRECTOR OF PUBLIC WORKS, OR THEIR DESIGNEE, TO SIGN THE CONTRACT AND ORDER CHANGES PER PUBLIC CONTRACT CODE SECTION 20142. 4.5 Revenue Agreement with Department of Housing and Community Development (HCD) for Homeless Housing, Assistance, and Prevention Program Round 6 (HHAP-6) Funding The State of California, through HCD, administers the HHAP-6 program to build on regional coordination and support local jurisdictions to reduce and end homelessness. On behalf of the County and Butte Countywide Homeless Continuum of Care, the Department of Employment and Social Services was awarded HHAP Round 6 funds to address the homelessness crisis throughout the county. HCD awarded a total of $3,258,876 with 50%, or $1,629,438, for FY 2026-27. The remaining 50% will be received once 75% of the initial disbursement funds are obligated and 50% are expended; no later than June 30, 2028. This funding will be used to provide delivery of permanent housing, services coordination, and administration to reduce homelessness in the community. The Department intends to issue an RFP in Fall 2026 to subcontract a majority of the funds. The Department recommends the Board approve a revenue agreement with HCD for the HHAP-6 funds. The term for the revenue agreement is upon HCD approval through June 30, 2030, not-to-exceed $3,258,876. (DEPARTMENT OF EMPLOYMENT & SOCIAL SERVICES) Action Requested - APPROVE REVENUE AGREEMENT AND AUTHORIZE THE DIRECTOR OF EMPLOYMENT AND SOCIAL SERVICES TO SIGN, INCLUDING ALL RELATED DOCUMENTS. Page 9 4.6 Nu Vista, LP (Nu Vista) - Request for Refund of Tax Payments In 2008, Nu Vista acquired eight parcels of farmland pursuant to a Cash Rent Lease and Option to Purchase Agreement. In 2019, after the deeds transferring the eight properties were recorded, the Assessor reassessed the properties for property tax purposes. Nu Vista and the Assessor disagree regarding the appropriate date for reassessment. Nu Vista contends that the properties should have been reassessed as of the date the Agreement was executed, when the properties were valued at $3 million. The Assessor determined that the appropriate reassessment date was the date the option was exercised and the transfer deeds were recorded. Accordingly, the properties were reassessed at a value of $6,618,641. Nu Vista appealed the assessments to the Assessment Appeals Board (AAB). After several hearings, the AAB issued Findings of Fact supporting the Assessor’s determination regarding the reassessment date and assessed value. Nu Vista is now requesting a refund of property tax payments. Consideration of the refund request is the next step in the administrative process to exhaust its available administrative remedies before pursuing the matter in Superior Court. (COUNTY COUNSEL) Action Requested - APPROVE OR DENY NU VISTA'S REQUEST FOR A REFUND OF TAX PAYMENTS. 4.7 Employment Contract for Assistant Chief Administrative Officer Approval is requested for an employment contract with Katie Simmons for the position of Assistant Chief Administrative Officer. The term of the contract is October 1, 2026 through September 30, 2029. The proposed initial annual salary is $244,337.60, increasing to $256,547.20 effective July 1, 2027 consistent with scheduled County pay adjustments, with a potential step increase in October 2027 to $269,380.80 and potentially increasing to $282,859.20 effective July 1, 2028 consistent with scheduled County pay adjustments. The contract includes other compensation including fringe benefits as described in the Resolution of the County of Butte Regarding Salary and Benefits of Butte County At-Will Appointed Officials. PUBLIC HEARINGS AND TIMED ITEMS 5.1 10:00 am - Public Hearing - Resolution Renewing the Temporary Closure of County Portions of Humboldt Road to Vehicular Traffic Between Chico City Limits and State Route 32 On June 23, 2020, following the joint recommendation of the Department of Public Works, the City of Chico, and the Local Government Committee, and pursuant to California Vehicle Code Section 21101.4, the Board of Supervisors adopted a resolution temporarily closing the County-maintained portions of Humboldt Road to unauthorized vehicle traffic to discourage illegal activity. The County and the City of Chico implemented the road closure on September 10, 2020. Page 10 Subsequently, on May 24, 2022, August 8, 2023, and March 10, 2025, the Board adopted resolutions extending the temporary road closure. The current closure is scheduled to expire on September 10, 2026. Since the closure was implemented, Humboldt Road has remained open to pedestrians, bicyclists, and other authorized non-motorized users. In addition, the Department and emergency response agencies have retained the ability to open the roadway to vehicle traffic when necessary for emergency response, maintenance, or other authorized purposes. California Vehicle Code section 21101.4 authorizes local agencies to temporarily close roadways to unauthorized vehicle traffic when specific statutory conditions are met. After the initial temporary closure, these closures may be renewed for successive 18-month periods, for up to eight consecutive renewal periods. This action will be the fifth temporary closure at this location. Since the initial closure in 2020, the Department has received minimal complaints and has experienced few operational issues associated with the closure. The City of Chico is expected to consider a corresponding extension of the closure for the city-maintained portions of Humboldt Road to ensure a consistent approach along the entire corridor. To maintain consistency with the City of Chico and to continue discouraging illegal activity on Humboldt Road, the Department recommends extending the temporary closure of the County-maintained portions of Humboldt Road from September 10, 2026, through March 10, 2028. Staff has completed all required public noticing in accordance with California Vehicle Code Section 21101.4 and, consistent with prior direction from the Board, expanded the notification process to include nearby residents.
